CONCERN OF REFORM PARTY

RESTORATION OF THE "CUTS."

[BY TELEGRAPH. —OWN CORRESPONDENT.] WELLINGTON, Thursday. Reference to tli6 Civil Service salary "cuts" was made by Mr. Harold F. Johnston, Reform candidate for the Hutt seat, in tlie course of his opening speech in the by-election campaign at Lower Hutt last evening.

"The Civil Service is peculiarly the care and trust of the Reform Party," said Mr. Johnston. "Ours is the only party that knows what is required of the Civil Service and what a good civil service means to the country." It was not a question of bidding for votes, but of seeing what could be done for those men who had made sacrifices years ago, when the finances of the country were in a critical condition.

The position of those men should be appeased now, because the finances would permit it. It would be far better if extra taxation were put upon the country in order to ensure that the civil servants received their due, rather than to expend money on costly undertakings that would be of no benefit to tho country.

The public service had to be consistently guarded against attack, whether from the Labour Party or any other party. Ho believed that the best" party to look after the interests of tho civil scvants and to see that they had continued chances of advancement was the Reform Party.
