NAVAL ARMS POURPARLERS. COMMONS TO BE INFORMED. British "Wireless. RUGBY, Oct. 31. The Chancellor of the Exchequer, Mr. Philip Snowden, who is acting as Leader of the House of Commons, stated to-day that it bad been arranged for the Prime Minister, Mr. Mac Donald, to make a statement on his visit to the United States and Canada next Tuesday. After the Prime Minister's statement had been disposed of the House would consider .1 motion to be proposed by the Secretary of State for Foreign Affairs, Mr. A. Henderson, concerning the resumption of normal diplomatic relations with the Soviet Government.
