BOROUGH ELECTIONS.
POLL HELD IN ENGLAND. MANY LABOUR CANDIDATES. (Received November 1. 5.45 p.m.) British Wireless. RUGBY, Oct. 31. The ratepayers in 360 provincial boroughs in England and Wales will tomorrow elect one-third of the members of the municipal councils. Most of the seats falling vacant are being contested by Labour candidates. The municipal authorities have been assigned extensive powers, including the protection of the health of the community, the administration of the educational system, the provision of social amenities of various kinds, and the care of child life and the poor and aged. In addition they have the administration of municipal undertakings, such as gasworks, waterworks, tramways, supply of electricity, housing, markets, and baths. Particular importance attaches to this year's elections, in view of the forthcoming alterations of the administration, under which in a few months' time the work hitherto done by separately elected boards of guardians will be transferred to the larger municipal and county councils.-
