NEGOTIATIONS BREAK DOWN.

Reports from Japanese sources state that the Russian commander at Vladivostok has issued a manifesto to his people announcing the breakdown of the negotiations with China " owing to the stubboniess oV attitude of the Chinese, which possibly will force Russia to resort to arms."

In Shanghai this manifesto is regarded as another demonstration without any intention of commencing hostilities. Consequently it is discounted. It is believed that several breakdowns in the negotiations are likely to take place before a modus operandi is reached. The exchange markets at Shanghai are completely unaffected by the report. '

Tenseness again prevails on the SinoRussian border as a result of the breakdown in the negotiations. Russian airmen have resumed their hostile demonstrations at Manchuli and Fogranichnaya. Thirty-eight aeroplanes flew over the latter town yesterday. Twenty Russian armoured cars are patrolling the border with obviously hostile intentions. There have been frequent instances of sabotage. The Chinese also are strengthening their forces on the border.
