QUESTION OF RELATIONS
MOVE FOR A CONFERENCE
British Wireless. RUGBY, July 1". The Secretary of State for Foreign Affairs, Mr. Arthur Henderson, announced in the House of Commons to-day that an invitation had been sent to Moscow for a responsible representative of tho Soviet to visit London in order to discuss tho most expeditions procedure for reaching a settlement of outstanding questions. The invitation had been sent through the Norwegian Government. The Prime Minister, Mr. Mac Donald, said the Government would lay on the table the appropriate papers about the resumption of diplomatic relations with the Soviet as soon as possible. The proper time, presumably, would be when the correspondence had reached some issue. Any conclusion the Government might reach in regard to tho recognition of Russia could not become effective until it had been debated in the House.
