ELECTING A CHAIRMAN

PROCEDURE QUESTIONED. MOUNT ROSKItL APPOINTMENT. When the question of appointing a chairman arose at the meeting of the Mount Roskill Road Board on Tuesday evening, Mr. G. E. Tansley questioned the validity of the proceedings. He said that in past years the election had not been held until after the annual meeting of ratepayers, which had not yet taken place.

In reply to Mr. S. I. Goodall, Mr. Tansley said that he could not quote any clauso in tho Road Boards Act in support of his contention, but he relied upon precedent and custom. The clerk, Mr. J. Y. Warren, said that clause 34 in the Act declared that every member of the board should come into office on the day of his election, and the retiring member ceased to hold office on tho appointment of his successor.

Mr. Tansley quoted section 33, which stated that the members were elected for 12 months.

Mr. Goodall, interpreting this clause, said that the term "12 months" was a loose expression and must be read in conjunction with clause 34.

Mr. S. Scarborough said that he had never known the appointment of the chairman and the different committees to be made until after the annual meeting of ratepayers.

The election of chairman was then proceeded with. Mr. E. F. Jones was reelected.
