CAPACITY TO PAY AS BASIS.

Australian nnd N.Z. Press Association. (Received November 26, 8.45 p.m.) LONDON. Nov. 26. Tho diplomatic con-espondcnt of tho Daily Telegraph says Germany's memoranda on reparation sent to the various Powers are practically identical. Germany's object is to emphasise tho view that her liabilities should bo assessed on a strict basis of her capacity to pay, due regard being given to the right of the German people to maintain an adequate standard of living. According to tho German thesis, says the correspondent, no extraneous factors, such ns the requirements of the Allies in meeting their war debts to the United States, should be allowed to influence the expert Reparation Committeo. Mainly on these grounds the new German Note has met with an unfavourable reception in Palis, where it is held that the reparation experts should be debarred from reopening the question of Germany's capacity to pay. which is already settled by tho Dawes plan. French opinion considers that reparation is rather a political than a Treasury matter.
