NATIONALIST CHINA.
THE NEW CONSTITUTION. FRANKLY A DICTATORSHIP. United Service. SHANGHAI, Oct. 7. The new Chinese Constitution was promulgated at Nanking on Octobor 4 and the full text is published in to-day's newspapers. It is regarded as an interesting political experiment which shows that the Nationalists recognise that China is not yet ready for democratic government. Nowhere in tho new organisation is provision made for oflicials to bo chosen by the process of election. The new Government appears to be a frank dictatorship by the Kuomintang (People's Party). Tho organisation of the party is evidently being tightened up as an order has been issued forbidding local branches to express opinions on political questions until they havo been approved by the central headquarters of tho party.
