Aug. 10. It is learned this evening that the United States Government is definitely negotiating a treaty with Egypt. This makes the 29th treaty of arbitration and the 18th conciliation treaty which the United States has initialed since December last. Such treaties were signed to-day with Poland, Austria, Czecho-Slovakia, while negotiations for similar pacts are being conducted with 37 other nations. There is little information available relative to the proposed treaty with Egypt. It is, of course, well understood here that Egypt's foreign relations constitute one of the " reserved points " under the declaration of 1922, and such an arbitration treaty might treat Egypt as a Sovereign State. But it is taken for granted that Britain is not expected to make any objection, since the United States also intends to conclude a separate arbitration treaty with Canada, thus creating a precedent for making one with Egypt.
Ifc is felt that Britain has unequivocally expressed herself as favouring the principles of arbitration, and that she is not likely to frown upon the United States' efforts to provide such means of settlement of possible disputes with Egypt, although such disputes arc exIrcmelv unlikely.
