£3,000,000 FOR RAILWAYS. INTERNATIONAL NEGOTIATIONS. Australian and N.Z. Press Association. (Received August 14, 12.<35 a.m.) LONDON. Auk. 13. The Berlin correspondent of the British United Press Association sayr, the Soviet Government is endeavouring to float a loan of £3,000,000 for railways. It is reported that negotiations are proceeding in London, New York and Berlin.
