SURPRISE IN LITHUANIA.
DICTATORSHIP CREATED. VH LN A AS THE CAPITAL. PARLIAMENT NOW ADVISORY. Australian and N.Z. Press Association. (Received May 27, 5.56 p.m.) LONDON. May 26. The Kovno correspondent of the British United Press Association says the Lithuanian Government has issued a decree proclaiming a dictatorship vested in the President, Mr. Antanas Smetona, to whom it has transferred all the powers formerly exercised by Parliament. In future the latter will act only in an advisory capacity. Ministers will be appointed solely by the President and will be responsible to him. Also, for the election of members of Parliament, the franchise is to be limited to men over the age of 25. A startling change is that Vilna is proclaimed as the capital of Lithuania. The Opposition declares that the decree is illegal.
