LEGISLATION CRITICISED. VAGRANCY CHARGE DISMISSED. [BY TELEGRAPH. —PKESS .ASSOCIATION.] GISBORNE, Monday. In dismissing a charge of vagrancy against a man alleged to be a bookmaker's assistant, and to be always loitering about the street, Mr. E. C. Lewey, S.M., said: "I suppose the legislature, in passing section 20 of the Police Offences Act, 1926, gav3 it some consideration, but if it were applied as it could be applied, God help the community. I cannot support a position that gives the police the right to bring a man before the Court on such a charge as this, which has the effect of assuming the man is guilty before he is proved innocent."
