USEHOLD GRANTS OF LAND.
Sir,—What is needed in New Zealand is a land policy somewhat on the following lines:—Take all the waste lands suitable for cultivation and cut them up in sections. Offer a certain number of sections on certain conditions to bonafide settlers with families and some capital. Firstly, the land to be brought to a satisfactory state of production. Then issue a free title to the holders to be handed down from generation to generation. At any time if they wish to sell the Government to have the first refusal at the original cost to point of production. Secondly, offer land to a certain number of people without means, and pay thern a living wage up to the point charging about 5 per cent, on the cost. When the amount advanced is paid give them a free title to the land on the same conditions as the other settlers with capital. All producers of our primary industries are assets, and also pave the way for the permanent employment of many thousands. If adopted, this policy would without a doubt, make New Zealand what it should be—the finest little country in the world. G. Ellis.
