HAVANA CONFERENCE.
RESOLUTIONS PASSED. PRINCIPLE OF REVOLUTIONS. A. and N.Z. HAVANA, Jan. 28. The Pan-American Conference upheld the principle that an oppressed people have the light to revolt against, their Government. The Cuban and Argentinian delegations apparently gave tacit approval. The American delegates succeeded in negotiating a proposal by the - Mexican delegate that the following thesis, as a principle of international law, be adopted, namely, that when revolutionists have seized a port of an established Government the latter should appeal to all nations to boycott the port seized.
