FRENCH WAR DEBTS.
RUMOUR OF REDUCTION. ; DENIAL FROM AMERICA, ' A. and N.Z. WASHINGTON, Dec. 31. The Secretary of State, Mr. A. B. Kel- . logg, expressed surprise at tha press reports from Paris which indicated that the French officials were gratified over the alleged decision of the United States to reduce war debts. Mr. Kellogg said the United States had no intention of making a further downward revision of such debts.
