' BRITAIN AND UNITED STATES. i DENIAL GIVEN TO REPORTS. A. and N.Z. WASHINGTON, Dec. 31. The Secretary of State, Mr. A. B. Kellogg, has formally denied the reports that the British Government had elevated the guns on its battleships, or that it had objected to such a procedure by the United States.
