JAPANESE BANKS.
PROBLEM OF REOPENING. STATESMAN" OFFERS FORTUNE. A. and N.Z.-Sun. TOKIO, Nov. 30. In order to facilitate the reopening of the Fifteenth Bank, of which he was formerly president, Prince Matsukata, a former Prime Minister, offers to surrender his entire private fortune, and to assume responsibility of the recent suspension of payment by the bank. He also -desires to surrender his title, which he would be unable to support. The entire attention of Cabinet is now devoted to the problem of reopening several big banks which were closed during the summer panic, in order to permit depositors to secure funds with which to meet debt, settlements at the end of the year and so to prevent numerous bankruptcies among small depositors.
