SECURITY OF NATIONS.
CONVENTION DELAYED. STUDY OF GUARANTEE'S. (British Official Wireless.) (Received December 1, 5.5 p.m.) A. and N.Z. RUGBY. Nov. 30 Earlier in the year the Preparatory Commission on Disarmament was engaged on a draft of a convention on technical questions tiiat might Berve as a basis for 'he main conference, in the absence of an sigreement. Work on the draft has been delayed, and will not be resumed until the present meeting has reviewed the existing position and has considered the appoint tnent of a Security Committee as recom mended by the eighth meeting of the Assembly of the League of Nations. The resolution of the Assembly urged that, such a committee should be charged with the sr.udy undei the direction of the commission, of the best means of giv ing all countries the guarantees of arbi tration ana security necessary to enable them to fix the level of their armaments at the lowest possible figuro.
