' RUGBY, Nov. 29. ® One of the Labour Party members of the Royal Commission on India, Mr. Stephen Walsh, who was Secretary of State for War in the Labour Cabinet, has been compelled to withdraw. This step has been taken ander the orders of his doctors, who have advised him that his health would not permit of hils undertaking protracted work in the Indian climate. It is understood his place on the Commission will bt; filled by Mr. Vernon Hartshorn, Labour member for the Qg- • more division of Glamorganshire, who was Postmaster-General in tho Labour Government.
