RUSSIANS AT GENEVA.
DISARMAMENT PROPOSAL. REPORT OF SOVIET SCHEME. (Received November 29. 7.25 p.m.) A. and N.Z. LONDON, Nov. 29. The Geneva correspondent of the Exchange Telegraph Company says he understands that the Russian proposal at the Disarmament Conferference at Geneva will be the immediate conclusion of a pact of nonaggression among ail the nations represented at the conference, and the reduct.ion of all their present armaments by a half within 10 years.
