Tho annual report of the Department of Education shows that the expenditure for the year was £4,559,000, the highest for any year in the. history of the department. There were 9559 teachers under the department, a strength which was more satisfactory than it had been for % considerable time. The effective enrolment was 319,835. During the period 1924-25 a mental test was carried out on 1912 schoolboys. Of the total, 22 per cent, were regarded as having an intelligent quotient of 100 or more, and 35£ per cent. 90 to 100, which gives a total of 58j per cent: of normal intelligence. A total of 24,7 per cent, had a quotient of 80 to 90 and they were regarded as retarded; 6 per cent, had a quotient of 75 to 85, a half per cent, had a quotient of 70 to 75, and 5 per cent, had a quotient, under 70. It was considered, therefore, that about 10 per cent, were definitely or probably feeble-minded and about 15 per cent, fit for education at a suitable school.
