In the course of the Prime Minister's speech at the Lord Mayor's banquet he referred to his own visit, in company with the Prince of Wales and Prince George, to Canada, to the flight to India made by the Secretary of State for Air, to the approaching journey of the Secretary ot State for War to India, and to the visit to all the Dominions which the Secretary of State for the? Dominions was now undertaking. These, he said, must bo regarded as constituting a reciprocal effort on the part of Ministers at Homo in response to the visits paid to Britain by overseas Ministers who attended the Imperial Conference last year. Regarding, the Indian Commission the Prune Minister said the problem was to improve and extend tho stepß taken eight years ago to make the people of India acting partners m their own, destinies. It was a problem of vast extent and difli culty, and the issue would be vital, not only to India, but to tho Empire, and, indeed, to civilisation.

By the non-inclusion of any Indians among tho commissioners and of any Englishmen associated in. the past with the Government or the commerce of India, the sole desire, paradoxical though it might sound, had been to give a real, responsible and instructed opinion as to the Indians' best chance of taking a constructive part in devising a solution of their problems by the presentation of evidence before an open-minded tribunal.
