QUOTA OF APPRENTICES.
NO PROPOSAL OF INCREASE. EFFECT OF AMENDING BILL. [BT TZXKG RAPH. —FSE3S ASSOCIATION.] WELLINGTON, Friday. There seems to be au impression that* the»Apprentices Amendment Bill, now before Parliament, contains proposals to take away from the Court of Arbitration the power to fix the 1 proportion of apprentices to journeymen, and to increase the quota. All that the bill does is to remove the district proportion, leaving the proportion for individual employers to be fixed as hitherto by the Court. The bill does not contain any provision for increasing the quota of apprentices. The bill proposes to repeal two provisions in the 1923 Act. Section 5 authorises the Arbitration Court to make orders govsrning apprenticeships, it 3 powers in this respect being set out in great detail. Paragraph (b) of subsection (1) states that such orders shall prescribe " the proportion of the totai number of apprentices to the totai number of journeymen that may be employed in any industry or group of industries in any- locality." This is to be repealed. Under paragraph (!) of sub-section (4) the Court has power " to determine the number or proportion of apprentices to journeymen that may bs employed by any employer." This provision remains, but the bill proposes the repeal of the accompanying proviso referring to the delegation of the Court's powers to committees.
