BRITISH LABOUR PARTY. DECISIVE STAND ADOPTED. (British Official Wire!es3j. A. and N.Z RUGBY. Aug. 19. Special attention . is drawn by the executive committee of the Labour Party to the fact that members of the Communist Party are not eligible to attend the coming conference at Blackpool as delegates. - It also points to the standing order which excludes for three years motions to reaffirm any policy upon which the v annual conference has voted. This standing order will be applied to all motions dealing with the various aspects of Communism and party relations, and accordingly no such motions are included in the agenda
