TROOPS IN RHINELAND.

QUESTION OF REDUCTION. MATTER STILL UNSETTLED. (Received August 21, 5.5 p.m.) A. and N.Z LONDON. Aug. 21. a Despatches from Paris say it is reported that France and Britain have reached an agreement in principle regarding a reduction of the occupational troops in the Rhineland, but the figure is not available. The President, M. Douinergue, and the Premier, M. Poincaro, were present at a meeting of Ministers at which the Foreign Minister. M. Briand, advocated a reduction of the French troops in the Rhineland by 10,000. It is stated that M. Poincare retorted: "Far too high." He proposed a reduction of 4000. The meeting broke up without overcoining the deadlock. The Daily Telegraph says it is singular that the strongest protest against the larger reduction suggested by the British Government comes, not as might have been expected, from the Right newspapers, but from the organ of the Left. This asserts that Britain is maintaining a perpetual Franco-German duelism and quietly resuming the role of arbitrator.
