THE PREFERENCE LAW. " INSULT TO INTELLIGENCE." Mr. K. At the moment that decision rested very much on the opinion of the employer, lie sug gested that under amended legislation a returned soldier who was disappointed in an application lor work should be able to apply before a magistrate for an examination of his and the civilian's qualifications, and if the magistrate decided that his ability was equal or superior to the man engaged the employer should be held to have committed an offence against the Act and should be fined.
