SITUATION IN CHINA.
EboNOMIC STATE SERIOUS. FOREIGN PROPERTY RESTORED. SHANGHAI. Jane 19. The economic situation at Hankow is going from bad to worse, with the result that there is a very grave danger of the populace getting out of hand. There has been an interesting development at Nanking, where Mr. C. C. Wu, ths Foreign Minister, has issued a proclamation ordering the restoration of foreign-owned missions, schools, warehouses and dwellmghouses. These are described as having been , "temporarily borrowed," together with other property "stolen by the Northern soldiers and rebels within the Kuoiriintang Party." .The importance of the document is in the implied admission of responsibility, the denial of which made impossible a meeting between the British Minister, Sir Miles Larnpson, and Mr. Wu. In Shanghai the Chinese have commenced a three days' celebration of recent victories against the North. The city is ablaze with Kuomintang flags, and the more important shops are illuminated.
