Its delegation will number I£L A vast amount of preparatory work has been don.e. As a preliminary experts have explored the ground in such a way as to | direct tho conference mainly to two classes of questions. The first concerns a commercial and tariff policy and the second international industrial agreements. It is held that these go to the root of the world's present economic difficulties. It is expected that the subject of migration will also he prominent. It must be borne in mind that although the delegaies have been appointed by their Governments and have been chosen for their personal qualifications in various subjects they will not in any way be the spokesmen of official policy. The Briitsh delegates to tho conference will be Sir Arthur Balfour. Sir A. Norman Hill, Sir Max Muspratt. Messrs. W. T. Layton arid Arthur Pugh. The Observer describes the conference as a "grand inquest" which will rank in importance higher than any other work which the League has attempted. " Some people see the League as ju§t a militant organism," says the paper, "but a true version is that its role is more humble, safe and serviceable. " Economics are not the whole of life, and man is more than a breadwinner. But economic ignorance is the chief among tho barriers to a rationally constituted world. " Europe is suffering from disoganisation.
