May Day, unless very complete precautions are taken. Tho newspaper Figaro claim's to have secured an authentic copy of a Communist staff map of Paris. It says their plans include a violent attack on the centre of Paris, where the Government offices and tho central telegraph and telephone exchanges are situated. Other Communists are to concentrate on the suburbs and to burn and nillage the reridential quarters. Le Temps warns the French Govern ment that Communists are preparing to occupy factories and are endeavouring also to pollute the loyalty of the army. This paper says: "Moscow has declared ruthless war on our nation. Between Moscow and France it is now a question of force." Other despatches from Paris state that the French police deny reports to the effect that Italian and Spanish Communists have been discovered in the city. They say they carried out a search for arms in connection with the recent Catalan plot. The reports referred to stated that 600 bombs were found among the arms and ammunition obtained by the police in raids on the haunts of anarchists and Communists, who were said to havt- been mostly Spaniards and Italians who were suspected of having been responsible for the distribution of anarchist propaganda. Most of their funds, the story went, were believed to have been obtained in recent daring burglaries, when 160 safes were robbed. It was believed the ringleaders escaped. SPREAD TO BRITAIN. UNDERMINING LOYALTY. STATE EMPLOYEES INSTRUCTED. (Received May 1, 5.30 p.m.) Sun. LONDON, April 30. The Daily Mail says the authorities are in possession of evidence that a new plot has been hatched in Moscow, the object of which is to undermine the loyalty of Civil servants in Britain. This evidence is in the form of documentary instructions transmitted through the Berlin office of the Propaganda Committee cf the International Miners' Federation. Civil servants, particularly those in 'the Post Office, are urged to spy on their colleagues and superiors; to take notes of Government correspondence and telephonic communications; to copy important suspicious documents, especially those written ia cipher;' and to ascertain the storing places of registered or insured correspondence, money, ciphers and secret documents. The document also urges the formation of Communist cells in the postal, telegraphic and wireless offices in the large towns in Britain.
