DOMINION LABOUR.

ACTIONS RAISE PROTEST. INTERFERENCE WITH SHIPPING. A. and N.Z. LONDON. Oct. 13. The Chamber of Shipping will piesent to the Imperial Conference a memorandum attacking the Dominions for their discrimination against British shipping. The memorandum says: " The interference of Labour in the Dominions with th° terms of engagement of crews in Britain frequently causes trade to be transferred to foreign ships which pay far lower wages. The shipowners recognise that Labour is responsible, but the Governments concerned appear to regard this interference with British ships by Labour with far less giavity than interference with foreign vessels. " The Dominion Governments do not give British shipping the same protection as they give foreign shipping. The memorandum also attacks the immunity of State enterprises from taxation. This, it says, is an anomaly which should be abolished wherever it exists, because it is unjfisfc to private enterprise, uneconomic to the State and generally disturbing to commerce.
