NOVEL DEVELOPMENT PLAN. TWO CLASSES OF SECTIONS. [BY TELEGRAPH.—OWN CORRESPONDENT. ] ELLINGTON.. Friday. The Lower Hutt suburban development scheme ■ lb making very good progress: The piers of the new Hutt River Bridge giving' access to-the settlement by theproposed railway deviation are nearing completion and much' formation 1 work is being done on the main roads, " A number of sections have already been sold" and others'will be 'offered; shortly. The area immediately available for sale comprises about 50 sections,- five of which were sold at the last sale at prices equal to about £330 for a 66ft, section, or about £5 a foot. None of the: sections fronting Ludlam Crescent (including- the five sold) has a frontago of less than 66ft., but the frontages of ; the other , sections are generally narrower,- though none is below 51ft. Their proximity -to Lower Hutt makes them the best sections in the Greater Hutt scheme from the point of view of r.eady. sale, and it is part of the policy of the administrators' " of the scheme to realise such sections so as to strengthen th 6 finance. The idea is that the workers' home subdivision in another part of the Greater Hutt area (the scheme disposes of over 600 acres altogether) stands to benefit by such stronger finance, and that the more successfully some of the sections are sold for cash the further the workers' home principle (deferred payment) can be carried, _ So far as the administering authority is concerned there is no element of private profit entering into the sales any more than into the deferred payment workers' home) sales, but "whereas the latter are allocated to certain fortunate persons selected by a committee out of many applicants, 'the Ludlam Crescent sections are offered to the highest- bidder. The conditions of sale of the Ludlam Crescent sections are unique. A buyer has the option of buying under any one of; four conditions—(l) cash, 12) cash by instalments, (3) ordinary deferred payments, and (4) special deferred payments.
