HEAVY COST OF PAVING. [BY TELEGEAPII.—PRESS ASSOCIATION.H WELLINGTON. Friday. The local Highways Council is faced with heavy unforeseen expenditure. It expected only to bo called on to do the actual paving of the loads already fit for the purpose, but found a number of stretches on which costly preparation work had to be done before paving could begin. No less than £11,840 liability already has been incurred on thi£ account, which the board is seeking to get back in part from the local authorities interested, leaving its own share at Is per square yard. When the engineer brought up a report on the subject, opposition was shown on the ground that it would throw out local bodies' finance, and that they could not stand the extra cost. One -suggestion was that no paving should be done till the roads were put in order. The report was received, but further discussion was postponed.
