Australian and !N.Z. Cable Association. (Reed 5.5 p.m.) MELBOURNE, July 17. The annual report of the chief of the general staff, Lientenant-General Sir H. Chauvel, states that with the funds now available it will not be possible to place the Australian Army in a state of preparedness.
