ENFORCEMENT OF LAWS. NEW AMERICAN PROPOSALS. Australian and N.Z. Cable Association. (Kecd. 5.5 p.m.) WASHINGTON. Feb. 15. The Assistant-Secretary to the Treasury announces that the creation of a national police' force to enforce the prohibition, narcotic and customs laws along the borders will shortly be recommended to Congress. Another proposal provides for the complete reorganisation of the coastguard service.
