Apparently a secret conference of co-operative unions is proposed, as tho outcome of the suggestion made at the Scarborough Congress, that the question of the distribution of foodstuffs to the workers in tho event of a strike bo investigated. "The conspirators' plan is to make tho co-operative movement a sort of Noah's ark, in which the extremists and thoir followers could float securely through a storm designed to submerge the rest of the nation.
