PROHIBITION IN AMERICA.
PROBLEM FOR AUTHORITIES. WASHINGTON, Dec. 18. General L. C. Andrews, chief of the prohibition forces, giving evidence before the Congress Appropriations Committee declared that "Rum Row" off New York, could be effectively scattered. On the other hand he did not believe that an army could prevent the liquor smuggling across the border from Canada.
