REFERENDUM SYSTEM.
INTRODUCED IN TASMANIA. The Tasmauian Jnitiative and Referendum Bill was lately passed in the Legislative Assembly after one of the keenest debates during the present session. The bill provides that 15 per cent of the electors may petition Parliament to introduce certain desired legislation, and if Parliament does not accede to the request within a certain period the petitioners will have the right to a referendum on the particular question concerned. If the referendum on the subject is carried, the people favouring the proposal, it will become law without further reference to Parliament, and will be presented to the Governor for the Royal assent.
