RELIEF RATE CONTROVERSY. Renter. LONDON. Oct. 5. The West, Ham Board of Guardians has rejected the offer of the Ministry of Health of a loan to enable the guardians to carry on their functions, provided that they agreed to a reduction in the maximum scale of relief. The guardians had previously rejected an amendment that a ballot be taken at the relief stations to ascertain the will of unemployed and of all those who are in receipt of relief.
