PRISONS CONGRESS.
DEMAND FOR REFORMS.
PUNISHMENT AND MERCY. A. and N.Z. LONDON. Aug. 10. The sittings of the International Prisons Congress were concluded by the adoption of a series of resolutions. One demanded, inter alia, that Judges should bo made acquainted with the character and antecedents of offenders; and should have tho choice of penalties for prevention and security.
Would-be magistrates should bo compelled to attend lectures on psychology, sociology, forensic psychiatry arid phrenology. Judges should have a full knowledge of prisons. Trials should be divided into two parts. Tho public should be excluded from the part dealing with punishment.
Other resolutions demanded classification of prisoners, and urged the desirability of recompensing prisoners for work, tho gratuity to bo expended in paying the liabilities of the prisoner to the State and to his victims. The desirability of tho treatment of abnormal and dangerous adults in nonpenal institutions, tho development of institutions for mental hygiene, and tho establishment of foster families for convicted children whoso parents aro in capable of morally educating them, were advocated.
The next quinquennial congress will bo held at Prague.
