LABOUR COLONIES.
SOUTH AFRICAN BILL. BELGIAN MODEL SUGGESTED. A. and N.Z. CAPETOWN. Augr. 7. In connection with tho unemployment problem, the Minister for Labour is preparing a bill for the establishment of labour colonies. The main features of the moasure aro the proposed abolition of public relief work and tho provision of labour colonies on the Belgian model for those viiho will not work.
