DEBTS TO AMERICA.
BELGIUM DESIRES TO PAY. COMMISSION TO NEGOTIATE. Renter. WASHINGTON, May 29. Baron de Cartier, Belgian Ambassador to the United States, informed Mr." A. W. Mellon, Secretary of the Treasury,, that Belgium desires to initiate negotiations at an early date for the funding of her debt. The Ambassador proposes to sail for Brussels shortly to confer with his Government. On his return he will be accompanied by members of a commission which will open negotiations.
