GERMANY KEEPS FAITH. DISARMAMENT NOW ESSENTIAL. Renter. . PARIS ' 29 " At a plenary meeting of the Reparation Commission it was decided that Germany had faithfully executed the Dawes plan. Tho Conference of Ambassad6rs had asked the commissioners' opinion on this jpoint, as article 429 of the Treaty of Versailles requires tho execution of tho reparation stipulations as Well as the fulfilment of tho military clauses of tho treaty before the Allied troops withdraw from Cologne. Tho conference will now be in a position to inform Germany that she has fulfilled one condition of' evacuation, but that Cologne cannot be handed over to her until her disarmament obligations have been fully carried out.
