INFLUENCE AT GENEVA, ALLIANCE TO PREVENT WAR. Australian and N.Z. Cable Association. (Reed. 6.5 p.m.) LONDON". Feb. 21. Mr. Ramsay Mac Donald, Leader of the Labour Party, in a speech at. Swindon, said his party, at Geneva, had changed tile outlook of the League of Nations. It had introduced a new idea of an alliance, not for war, but so that war should not break out. There were risks in any protocol. They would never bring about, an alliance of tho world in order to prevent, war without making provision for joint, co-operative action against those who made war.
