RUSSIAN RAILWAYS.
NON-CHANGE SERVICE. (Received 5,0G p.m.) Times. LONDON. Feb. 8. The Riga correspondent of the Times says it, is reported that the International Sleeping Car Company has successfully negotiated with the Sonet Government for a non-change railway communication between Riga and Vladivostok, via Moscow. It is intended to run the first trains in March. The agreement stipulates that, the company's own personnel shall conduct the whole route.
