OLD DEBTS TO FRANCE.
SOVIET MUST RECOGNISE.
TRADE TREATY AT STAKE. Tinles . PARIS. Jan. 27, The Premier of France, M. Herriot, has instructed the French Ambassador at Moscow, M. Herbette, to inform the Soviet thst the French Government can only enter upon negotiations for a trade treaty on condition that the Soviet completely and unconditionally recognises Russia s prewar debts. M. Herriot emphasised that an agreement must first be reached on this matter, and M. Herbette has been authorised to negotiate direct with the Soviet authorities. If an agreement cannot be reached, not only will the proposed trade negotiations not be held, but it is stated that the French Government may- revise its whole attitude, toward the Soviet.
