ALLIES' NON-EVACUATION. DEMAND FOR EXPLANATION. STIPULATIONS OF TREATY. FULFILMENT CLAIMED. By Telegraph— Association—Copyright. (Received 10. 5 p.m.) Renter. BERLIN. .Tan. 27. The German reply to the Allied Note in regard to the non-evacuation of the Ruin- has been handed to Lord D'Abernon, British Ambassador at Berlin. The German Government says the Allies' formal reply to its Note does not promote mutual understanding among European nations. It complains of the Allies not revealing the grounds on which they based the non-evacuation of occupied territory and of their refusal to discuss the matter. The Note claims that Germany has fulfilled the stipulations on which evacuation v. as conditional. It' repeats Germany's request to be informed of the Allies' reasons for their actions.
