SOVIET PROPAGANDA.
OBJECTIONS IN FRANCE.
REPORT TO PARLIAMENT.

LONDON, Dec. 17.
The Paris correspondent of the Times says a statement to the effect, that propaganda has been raised to the level of an art. in which even the Germans have found their masters, occurs in a report on the Budget provisions for a French Tmhassy at Moscow, -which has just been presented lo the Finance Committee of the French Parliament.
Though the recognition of the Soviet is approved the report contains a strong recommendation that France shall insist on the cessation of Bolshevik piopaganda. Britain's leceni experience, says the repent, shows that interfei enee in the domestic affairs of other nations is part and panel of the Bolshevik creed.
The report, points out that a Slate organisation e.vists in liussia for the purpose of spiending revolutionary doctrines throughout, the world. It adds that France cannot allow such propaganda to be continued, either in France or the French colonies, by a Government which lias been formally recognised.
