SOUTH AFRICAN ATTITUDE. NEW YEAR HONOURS LIST. A. and N.Z. CAPETOWN. Dec. IG. It is authoritatively reported that the Prime Minister, General Hertzog, has de cllriod to make any recommendation to the British Government in respect to the inclusion of South African names in the New Year honours list. General Hertzog's view is that titles ether than academic distinctions or decorations of Civil servants in recognition of outstanding services to tho State, are in conflict with the spirit of the people of South Africa, and the principles of the party at present in power.
