Sinco the passing of the Motor Vehicles Act last session motor owners have been waiting with interest the issue of regulations under the Act. Those providing for the licensing and registration of motor vehicles were paused at a meeting of the Executive Council yesterday, and they will come into operation on January 1.

The regulations, which give facsimile forms to be used in the annual licensing and registration of vehicles, are to be administered by the Post and Telegraph Department, which is making all the necessary arrangements to bring the regulations into force. The regulations do not deal comprehensively with all the matters set out in the Act; they are issued mainly to put into operation the first phase of the provisions of the Act, licensing and registration. In some passing comments on the regulations, the Minister for Internal Affairs, the Hon. R. F. Bollard, remarked that they give a start to the loig-waited-for control of motor vehicles in the Dominion. Bel'oro recommending the Adtninistrator-ii;-Council to give his dignature to the regulations, they had, in addition to the scrutiny given to them by the Hon. J. 0. Coates and himself, been perused by the Council of the New Zealand Motor Unions, which had approved of the provisions. He proposed sending copies of the regulations and the Act to local bodies, tho motor unions, and others interested, and any inquiries connected with the licensing and registration of vehicles should be made to the Post and Telegraph Department. He looked for success in the administration of tho.regulations, and felt that they would give satisfaction to all parties. A registrar of motor vehicles and also deputy-registrars would be appointed at an early date. Further regulations dealing with many other matters set out in the Act would be proceeded with shortly.
