COMMISSION'S REPORT.

SPECULATION ON FINDINGS.

The report of the Railway Commission of English experts, Sir Sam Fay and Sir Vincent Haven, has now been placed in the hands of the Administrator, Sir Robert Stout, and may be made public shortly. The commissioners left for Australia by the Ulimaroa to-day.
Therc was a meeting of the Cabinet this afternoon, but it is understood that the report of the commission was not considered. The report is eagerly anticipated in railway circles, more especially as it has been mooted that important changes in administration bavo been deferred pending the disclosure of the commission's recommendation.
It is interesting to note that the New South Wales Government has decided to adopt the somewhat drastic changes recommended by the commission. Tho Railway Bill introduced in the Legislative Assembly provides for the appointment of a chief railway commissioner, two assistant commissioners and four area commissioners. These lattor will be located in the northern, western, southern and metropolitan districts.
The recommendations of tho commissioners in regard to railway finance are not being adopted by tho New South Wales Cabinet, at least in connection with the present bill. Tho Premier, Sir George Fuller, intimated that the commissioners approached the question of finance from a different point of view to that from which the Government must consider it. Finance had thereforo been deferred to the consideration of a Cabinet committeo and would form the subject of subsequent legislation.
